Job Summary:
This Compliance Manager is engaged in the day-to-day operations of
insuring Metronet meets all compliance requirements for all pole
attachment agreements. This position manages contract partner
companies and Metronet staff as assigned to specific projects and
work zones. The position is responsible for complete compliance to
construction and installation practices as assigned. This role
provides tracking support and a multitude of data analytic support
for a wide variety of outside plant engineering projects. This
position requires that daily work is completed accurately and on
time which includes but is not limited to: identify any violations
walk outs, coordinating job assignment with contract partner to
make necessary correction and submit all necessary documentation to
the respective departments and teams. Special attention to pole
attachment agreements by and between the pole owners and Metronet.
Adherence to quality & safety guidelines (includes compliance with
requirements outlined in applicable regulations such as OSHA & FCC
& following procedures as outlined in the METRONET Training Manual,
NEC, NESC, Safety Manuals & Employee Handbook) is required. Assess
the work performed in accordance to all Metronet technical
specifications. Document findings, corrections, and report
information in accordance with policy & procedures.
What you will be doing:
- Oversight of contractor resources and assignments
- Identifies, photographs and map detailed information of
required facilities, including cables, poles, terminals, services
drops, handholes, & other outside plant infrastructure
- Capture accurate measurements of attachment heights, span
distances, utility structures, & distances from existing/proposed
OSP facilities to centerlines, property lines, and curb
lines
- Gathers notes on buried, aerial, and underground cable systems
and OSP supporting structures as assigned.
- Complete field surveys, quality assurance, redlines, asset
documentation, etc. to determine best routes
- Identify power and communication facilities and ownership on
utility poles
- Record bonding, grounding, guying, and anchor
information
- Deliver detailed field notes & photographs to the OSP/
engineering teams
- Identification of any potential violations and provide proposed
corrective action to ensure facilities have zero
violations
- Be able to effectively utilize tools, such as measuring wheels,
height sticks, pull finders, fiber splicer, & laser
rangefinder
- The capability of managing own workload, Contractor work
assignments and prioritizing multiple field engineering
assignments
- Adhere strictly to safety guidelines and requirements
- Follow guidelines set forth by the Field Operations department
and pole owner per agreements
- Responsible for traveling to other cities and states as
required
What You Need For This Position:
- Must have at minimum 5 years aerial and underground
construction experience in the communications industry
- Must have 2 to 3 years management experience with plant
construction projects
- Experience in managing contractor resources
- Must have a strong ability to communicate, coordinate and
network with internal individuals, teams and departments
- Input data to create computer models and aerial facilities from
field survey data, notes, photos, and sketches
- Perform structural loading calculations in accordance with NEC
and pole owner protocol through inventory and analysis of pole type
and class, riser details, attached facility type including weight
and diameters, span footages, drip loops etc
- Responsible for reviewing proposed aerial construction projects
and making recommended changes for pole attachments, facility types
and necessary clearances
- Upon completion of the pole analysis, develop a cable placement
plan to include cable all remedies required for new attachments to
meet NEC and pole owner protocol
- Create and maintain tracking spreadsheets and prepare detailed
weekly status reports and updates to clients through routine
conference calls or meetings
- Proficient knowledge in telecommunications engineering,
construction principles and practices
- Excellent computer navigation skills including design software
and MS Office, specifically Excel
- Experience and knowledge with aerial, buried, and underground
designs preferred
- Experience and knowledge of fiber cable placement
preferred
- High level of initiative and productivity
- Ability to work independently with limited direction.
- Strong analytical and problem-solving skills
- Good written and verbal communication skills
- Perform additional tasks as required
- Frequent walking/note taking in extreme hot or cold
environments
- Must be able to work 50+ hours per week
- Weekly travel
